This navaid is adjacent to a major international airport in the United States.
It has the same identifier as that airport.
That airport was used as as filming location for an Academy Award-winning film, which generated three sequels. 
Winter weather played a big part in the film.
Music royalty lived in the city until a few years ago.

The answer is Minneapolis (MSP).

This VOR is at an airport outside the United States.  The navaid has a two letter ID.
A very famous landing happened here.  The airport no longer has scheduled airline flights.
A fatal airline crash, the only one to ever happen to this type of aircraft, happened close to this airport.
The photographer is in an aircraft on final approach to another, much busier, airport.

It, the airport, and the area it serves are named after the nearby cape.

The airport was the first of its kind in the world, in terms of its ownership.

This Navaid is located in the United States, at a former U.S. Air Force base. 
It’s named after the nearby unincorporated community, which had been a city until it burned to the ground in 1911. 
A river passing through the area, draining into a large lake, shares the same name as the VOR.
The airport, which has a different name and identifier, is used as maintenance facility for an airline.
